Not, absolutely, to "consequence" reasonable unfortunate in endless turf out such that they can be repeated by coercively-extracted toll.
Not, absolutely, to "redefine" poverty in relativistic closer than categorical terminology (so 'the unfortunate are customarily with us' - but not the same as current are customarily unfortunate ancestors, but preferably the same as current is customarily a ground ten, or twenty, or whatever, percent of the kinship as strict in some statistically-measurable definition of wealth.)
Not, absolutely, to purposefully "cause" and connect strict poverty in order that alms may be restricted them.
Not, absolutely, to "match" taxation with almsgiving (nor to match bureacratic organizations with famous moving parts).

The muted answer: Christian evangelism.
In a way of life wherever current is no real Biblical poverty - almsgiving (and good works) requisite base on EVANGELISM.
Exactly, on fixed converts, on deepening the aspiration of the persuaded, on opinionated good teaching, on making the sacraments acceptable, on spiritual whereabouts (opinionated Christian works, monasticism etc).
How best this may done is a question mark of sense, and assembly - but evangelism necessary to be the base, necessary it not?
